A reply has now been received from the Governor
enclosing a memorandum by the Director of Education
(Annex A) which he has summarized as follows:
"(a) that certificated teachers in subsidised schools should
receive the same salary as teachers in Government and Grant-aided schools. At present they receive approximately two-thirds of that salary;
(b) that subsidised school teachers should receive incremental
credit for past experience on their new scale. At present
it appears that they almost invariably start at the minimum of the new scale because this is greater than their previous salaries;
(c) that there should be two different scales for urban and
rural teachers;
(a) that a special training centre should be instituted for lower primary teachers either in Northcote Training College or in a separate centre;
(e) that some form of contributory superannuation should be
devised for subsidised school teachers.
The Governor goes on to observe that "in view, however, of increasing
commitments on defence and security, the precise extent of which is
not yet known, it is impossible to say to what extent the financial
position will allow the implementation of any of the Director's
recommendations in the near future."

With regard to the number of teachers in training the Governor
has given the following explanation:
